Acutally its not really lazy developers. We are lazy but that's not the issue here.
As a developer of online banking software for Canadian credit unions, I can tell you there are a lot issues.
The most important one is around security. Only IE (and now Mozilla, but it took arm twisting) allow autocomplete="off". This is important since autocomplete can be a significant security risk when you are logging in. If we allowed autocomplete to work, then someone who who checks their accounts at some public place (why would you?) could find that money is being drained from their account. After all, all it would take is a bit of patience on my part to enter each of 0-9 in the account number box and the browser will let me know when I've hit a valid account. It will even fill in your password.
Since Banks often take the high road and take eat the cost of fraud in the name of customer satisfaction, this is a significant financial risk.
