If that's the artists intent, then the solution is simple. Release the album as one track. There's no technical reason this can't be done, if that's the artists intent.
I'm no expert, but I'd venture to say that breaking up the 'art' albums into tracks was probably done as either a limitation of the media (vinyl) or because of specifications from the studio, so pieces could be played on the radio.
