Most of the expense comes in the form of taxes. High taxes are placed on cigarettes because of the health problems they cause, therefore one could reasonably expect governments to reduce taxes on these 'safer' smokes to encourage their use (over regular cigarattes).
They're building an arsenal of defensive patents. The idea is to patent everything they can get away with, then the next time someone tries to sue MS, they will look through their arsenal of patents and find an reason to counter-sue.
