The Constitution only exists to LIMIT THE FEDERAL GOVERNMENT. It specifies what obligations and duties are delegated to the Feds by the people, and says that any right or responsibility not specifically delegated to the Feds is retained by the states or the people. Our problem is that the Feds have forgotten this and, worse, that most citizens don't care.
