3) send all others home, which is around 80% or more of the illegals. And yes, there are a load of illegals in Seattle
In doing this, it keeps those that re-invest their money here, while sending back those that are basically outsourcing jobs that can not be outsourced.

That has created one of the nightmares that America is suffering in.
A good example of robotic need would be animal husbandry for dairy and other farms. A lot of that labor is devoted to simple mucking out the stalls. That is easily automated.

Basically, they are installing and owning the fiber, BUT, then either sub-contract to another company to manage the fiber, while also allowing multiple companies to provide services. With this approach, you have a city-owned monopoly on the fiber, but all else is contracted on a competitive basis.
This really is the smart way to go. In fact, I would love to see utilities be forced to split their grid assets off (or their generators) and then focus on just 1 things.

I tested ap1 about 1.5 years on a frontage road and a highway. the car ping-pong ed esp on the frontage road. otoh, just drove an MX with ap2 and new software, on same areas. it was vastly superior. very little ping pong on frontage and dealt with merge lane perfectly. handled everything decently. some work is needed for edge case, but nothing like you claim.
