Actually, there aren't any (or very few at the most) basements in Texas because the soil contains too much clay in most parts of the state. This makes it too difficult to construct the basement and then to keep it dry, etc. As the word implies, TEXSUCKs, in more ways than one!
I doubt that Boies would have much influence today in the US Justice Dept. You have to remember he represented Al Gore in the Florida fiasco in the 2000 Presidental Election. He not exactly a popular person with current Bush administration!

It's quite clear that he feels his mandate is to serve the corporations rather than the consumer!!
