Linux is still too complicated for most users. RPMs and improved auto-detection have taken things a long way, but it's still too hard for most people to use Linux. It's a mess trying to get library dependencies correct, meanwhile XP has made Windowz even easier.
I agree with another person's comment that fragmentation hasn't helped.
