Until the mind is clear (school boards, the body doesn't know where to go. The top is not accountable to the public. They want all the authority with no responsibility. They are the first to bash administration and teachers over political issues when they haven't set the policies and procedures to determine success. Measurement should be first at the top before one can expect the workers to know what to do.
Elected or appointed people for the most part are self indulgent (getting more for their children), one issue ollies (allows anyone to have their 15 minutes on stage with no credentials) or grown up children with bad childhoods. The glue is that almost without exception they are egotists w inferiority complexes that want no personal accountability.
