What i understood the post to be about was an attempt to create mobile phones/ devices / whatever that would use the cheapest possible means at all times. Therefore when a bluetooth network is available then the phone would route the call through that and when an 802.11 connection is available it would use that. At all times the cheapest/lowest energy consumption / criteria_of_choice means of communication will be used. Obviously it ain't simple enough yet.
And handovers are a huge issue.
