I would suggest you look at CMake: http://www.cmake.org. It does exactly that. You type simple CMakeLists.txt files, which contain your build process and then CMake will generate your native build process. Currently it supports Linux, SGI, HPUX, Free BSD, Solaris, OSF... unix like operating systems, it supports gcc on just about any platform, Mac OSX with make and gcc (CodeWorrior on the way), Windows supports Borland c++ 5 makefiles, Visual Studio 6 and 7 project files and nmake. So, as you see it supports a variety of different build systems. And you do not have to really change the project too much. At least not the source code. Some project built with CMake include VTK, ITK, ParaView. CMake is also being considered for several other open source projects.
I completely agree with this. Myself, I am getting about ten anonymous calls every day and as a result I do not answer my phone any more. Now the question is: what if I get an important call? I think this has everything to do with DoS. The telemarketers are denying my service!
Linux is not a company, so Linux cannot innovate anything... (maybe you should innovate something)
But if you think about Linux community, here are some things to think about: Getting usefull and powerfull software into hands of poor people (students, scientists,...) Example: Gimp, TeX, all sort of development, utilities... Debian has more than 4000 packages FREE!!!!

I think very-small-and-soft should be break down into two parts:
part that make OS, Office, Servers,...
part that make working software
then somebody should burn the first part.
