The network that Kansas Universities connect to for service (KanREN Inc.) fully implemented v6 months back. Native IPv6 services are provided to each University and throughout the statewide backbone, although I admit I don't know how the Universities handle it once you cross the border router and look at the campus network. This move by ICANN will make it easier for us to implement DNS for the v6 space.
You're missing the explanation point in his original equation..
"bytes/sec != bits/sec * 8, rather a factor around 13 or 14"
In many programming languages and some mathematical notations, the explanation point is read as "not". Therefore his stating the equation as such makes the equation itself Wrong... of course that's just what he intended
I didn't need all the functionality of RT, and didn't like it when I tried it (although to be fair it's been almost two years since I tried it). I ended up using oneorzero helpdesk (http://helpdesk.oneorzero.com).
I've modified it slightly to do what we need, but it seemed to me to have all the features I needed and nothing I didn't.

Absolutely, and you forgot to point out that Cable companies are a good broadband alternative, but they too are buying the internet bandwidth for your home from Bell.
Directly or indirectly, virtually everyone in KS who has broadband or dedicated internet service is buying it from Bell. Period.

Technically, The equation is not "fine"

the Kansas Research and Education Network has fully deployed it. Admittedly, that makes it a bit of an island, there aren't a load of applications for it now.
Nevertheless, every Regent's University in the state, and a few dozen public school district's have access to it Border to Border.

"Cable is the ONLY way to get it in many areas."
Another government-mandated monopoly.
