We use req
which is an email based request tracking system. It has several interfaces including command line, X Windows (tkReq) and emacs. While fairly easy to get up and running, we've found it is a little bit limited as our dept's needs/expectations have grown. Good for smaller organisations who want something simple and straightforward; maybe not so good for larger groups.
