Actually it was a reference to my first attempt of reply, which looked very bad and is now at -1...
As for the effect of the protest, even if it was extra overhead, the handlers are still government workers (low pay, strictly specified hours, limited work responsibility, very hard to get rid of) so they probably just leave something less important undone;)

As at least here in Germany the state has to be very accurate in the payments it gets or receives (ever got one of those "Here is your great tax return of 0,03 EUR"-letters ?) you generate a huge amount of administrative overhead as the state has to remind or repay you for miniscule amounts.
And that's why that protest is useless.
I'd guess that here in Finland very few individual taxpayers pay exactly the right amount of tax (even though the total amounts of returns and extra taxes are probably very close to each other). So whatever you do, you always generate that overhead. Which would probably mean that it's considered normal and is already budgeted.

Muslims in middle east are not too fond of Israel. Muslim zealots blow up a coffee shop in Tel Aviv. Most of the world it seems to be done muslims who definitely seem to be zealots. Most people also agree that very few muslims actually do like to blow up coffee shops. Still, at least in the western world, terrorist bomb attacks are mostly associated with muslims, right?
Similarly, many christians have anti-abortion views. Christian zealots gun down abortion clinic workers in the U.S. Again most christians don't like this and most people agree this is not something "normal" christians do. And still these kinds of attacks are kind of automatically associated with right-wing christians, right?
So Linux users are anti MS and anti SCO. Someone creates a virus/worm that attacks MS and SCO. What do people who make the above associations think about this? Well it's obviously Linux zealot doing it, right?
The thing I don't know for sure is, do those people realize the difference between a Linux zealot and a Linux user? Probably those who don't think on lines muslim => terrorist also don't think on lines Linux user => Internet terrorist.
P.S. I'm not taking any sides to anything on this post. Events referred to here are fictional and any resemblance to real world events would be sad and hopefully a figment of your imagination.
[Un]fortunately (ignore the part in brackets if you are a privacy advocate) the Finnish legislation doesn't allow Sonera to perform the same thing as even automatic monitoring of e-mail traffic is not permitted by the communication privacy laws.
Actually, Sonera got a special permit from the Finnish communications bureau last week for scanning all emails for virii and trojans. What I wonder is, if they can't config their mail servers, can they config the scanning properly?
Another matter is that I never saw any mention on how long this permit lasts. Also, I believe that the special permit does not really remove the fact that this scanning is against the law. I may be wrong though, maybe there is a mention about special circumstances and comms bureau in the law...
