I agree with you that chemists can't do physics, but take a look at the APL article article. All they did was confirm that a Coulomb motor could be built....nothing really new.
Where is the energy coming from?
The energy that makes the balls spin comes from the electrostatic potential placed on the balls, which comes from a voltage source (battery, power supply, etc.)....
