Parent is mistaken. The lengthy "optimization" process at the end of installation is consists of updating prebinding information, not performing defragmentation.
Seems to me it will only downgrade the user experience. Imagine after users install this partial localization on their 10.3.0 and apply incremental updates, as Software Update will no doubt suggest, and end up with applications whose code has been updated without the supporting localized UI resources being updated to match.

So it seems that Adobe is cooperating with Apple on this one (maybe by assuring them that Adobe customers won't be in violation of their Premiere licenses by just sending the media to Apple).
While this page claims that the FCE and FCP offers are "available worldwide", it also says that deliveries "must be made to addresses within the 50 United States or the District of Columbia", and there's no sign of the offer on Apple's UK site. What gives?
I fail to see the point in keeping one's entire archive constantly spinning at thousands of RPM. Why the disks? Keeping the data on tape cartridges seems better to me - you can still check for errors and correct them periodically, and you can have as much redundancy as you like, including remote copy.
