I think a business is willing to spend a lot of money for a "warranty". I mean, a manager need a warranty that a projectwill be completed in time and will do the work;he could spend a lot of money to get this warranty. So he is not paying for the quality, or for themen hours spent on the project: he is reallypaying for the warranty (in the broadest sense). I'm not surprised that a lot of money canbe spent on software. That's the way I usually ask (a lot of) money forGPL software to my customers. We basicallywork as an assurance company. I'm italian, and I read all the website without the need of babelfish. It seems to me that they are using Windows CE, and not Linux. Probably they have switched to Windows, since in June they announced that they were using Linux.
