I've never seen a DSL service put on a cap like that. Speed limits yes, but no caps. I have a business DSL (that I pay big bucks for) and they leave me alone. I get 1500 down/768 up consistently (I'm always within 90% of those speeds).

I think the idea that younger minds are better, faster, more flexable, etc., is simply a smoke screen. The issue I've run into is that I can't compete salary wise against younger kids. I need to make at least $4,000/month, but someone right out of college, with no wife and|or kids might be willing to work for $2,000/month.
...is that it is based on the assumption that you can get everyone to agree on the same thing. I think it's safe to say that, unless you are ready to brainwash everyone or legislate them to the point of living in a mental prison then, it's never going to work.
