Perry is only into politics to make his friends rich. Over the past 10 years the only time he seems to be awake and active is when he is seeking a deal which enriches his buddies. Lloyd Doggett tried to get him to stop that with Education spending by putting in a rider which would have kept him from swapping out what the State should be paying for Education with the Federal monies and using that money on other projects that benefit his friends. The whole point of the Federal money is to extend, not replace the state obligation.
I do agree with you that the Republicans are definitely into Socialism - Corporate Welfare is their stock and trade.
