TFTP sucks in the presence of packet loss. Its mechaism to deal with lossy networks is, umm, "trivial":) The server sends one packet at a time, and waits for an ack after each. If a data packet or ack packet is dropped the server or client retries after something like 5 seconds (configurable, but in seconds). TCP retries faster, and keeps multiple packets in the air at one time.
