Free the bits for all to see and use. Data is a pure public good as the costs of replication is neglible. The costs of production should be paid for by society through tax. Artists for example, should be paid by the government and the whole people who the government governs should have unlimited access to the data.
Just an idea. Or you could just lower CD prices by say 500% to keep in line with market value. I suppose it is easier to prosecute consumers who don't feel like buying a CD only to find the record label has put on one good single and like 12 tracks of crap.
