I bet the open source community will create a "reply application" for use on websites in less than an a week if necessary. And I don't get this preoccupation with the (lack of a) First Amendment (in Europe) at all. It might be hard to believe but we really have a free press in Europe, you know!
I'd say: Use just one language. .NET, Java, whatever.
As long as it contains enough features and you can run your code on the webserver AND as a backend process.
With just one development environment you keep it simple and you save lots of time. Should also be easier to test.
