I agree - the damage caused by not having encryption will be severe. The criminals will still be able to find ways around it while the average person will be exposed to all kinds of evil.

The internet is the innovation/extension of the POTS systems, today more and more is VoIP instead of analog lines. So the progress of classifying the internet the same way is a natural development.
The problem with the analog lines is that they have come to an end on how much information they can carry. In addition to that the services offered on POTS lines will be entirely what the telecom operator decides that you can get and it won't work on another telecom operator. With the internet you get an open platform that you shall be able to run whatever service you prefer unless you are prevented by the ISP due to traffic shaping and other means.
The change from POTS to internet is similar to the change from horse&carriage to automobiles.
Just consider that offering the communication infrastructure and offering services on the infrastructure shall be two completely different business cases and therefore two different companies that are independent.
British people fond of Oxford English looks down on American English and to some extent Australian English. American English people looks down on everyone using English as second language and the twists of the English language that appears there; German English, Indian English, East Asian English (Engrish), Latin English (Spanglish)...
Add to it local accents as well that twists the language; Cockney, Afro-American accent etc.
Not every government agency spends megabucks on top equipment when the off the shelf stuff is sufficient.
If you want to track someone and want plausible deniability then it's a lot better to use cheap off the shelf stuff and wrap it in tape. It's no big deal to defend that you lost a $100 device that anyone can buy, it's just written off as operational cost.
Whenever you find a tracking device on your vehicle - stick it to some other vehicle. Preferably to something that travels a long distance (train car, truck trailer) or make random calls (delivery truck, taxi, cop car).

In my opinion governments should require that their sites are passing the HTML Validator and CSS validator tests.
Of course - it won't help for JavaScript dependencies (or the horror vbscript that's entirely IE specific).
Raise the stakes and detect lying politicians.

I also foresee a new way for malware - intentionally brick the machines for a specific vendor unless they cough up money.

Heinlein did make a great story around an idea in many cases - often seasoned with some bites at the contemporary society when the books were written.
But if anything I would like to see a movie or a series of the book "Citizen of the Galaxy".
Starship Troopers was more an ironic paraphrasing of the book than literally following the book.

It's primarily an effect of the camera fooling around with the white balance and contrast/light to try to get a correct image and failed.
Add to it that the picture looks different depending on which display you have on your computer and you have a nice debate.
