It's an interesting account of how market forces in the mass media can serve to generate an implicit propaganda machine for the government. It's implicit because there is no single person in charge of saying "print this!" or "don't print that!", but the convergence of big business and mass media and corporate interests can all lead to generate a similar sort of phenomenon.
