Systematic bribery is the primary reason. Bush and the GOP give the very rich and the larger corporations (including 90% 0f the Media) tax cuts; then the very rich and the larger corporations give Bush and the GOP large donations and support in the the Republican Three R's (Recount, Recall, Redistrict) allowing more Republicans in control who then give the very rich and the larger corporations (including 90% 0f the Media) tax cuts, etc. etc. etc.
Usually a Q10 function where rate doubles with each 10 degrees Celcius up to thermal death and decreases the same way down to thermal stasis. Batteries would need to be designed for the application. Probably sold as disposables with sugar solution separated from freeze-dried bacterial culture until time of use so it would have a long shelf-life.
And yes Rush Holt is a rocket scientist. Former Princton University Prof. One of the very few in the entire congress capable of understanding much less analyzing tech issues.
