I get the stomach churning feeling that this is par for the course as far as government projects go. You wonder what kind of accountabilty there is in a failure of this size.
I think they are accomplishing exactly what Microsoft wants, they are making companies hesitate in going to a broad Linux platform change while they wotk on their new licensing and integration plans. Microsoft is very vulnerable in that they haven't been able to answer the security issues as well as finishing their next platform. Even a months delay is worth a lot to Microsoft.
The engineer is not the entity that sells the code. The engineer isn't even the entity that created the code. Most software is developed by a team using some process. The company that commissions the system to be developed is the responsible party. If the company shortcut the process of quality assurance to save some bucks, or didn't pay for top quality engineers, or doesn't have an acceptable process than it's nearly impossible to produce good quality code that is tested.
