I understand that terrorism is a newer threat but I still must agree with Ben Franklin Those who would give up Essential Liberty to purchase a little Temporary Safety, deserve neither Liberty nor Safety.
For the new threat there must be a new solution. I do not proclaim to have this solution but the old way of selling ones self for protection needs to stop.

Haven't people learned from the regulations of the past? If you regulate a thing, only the people who would do harm with it will have it.
