I read about this a while ago, and it seems like an expensive technological solution where a simple solution already exists: increase gas taxes. That'll encourage everyone to drive less or move to more fuel-efficient vehicles.
Why penalize people who use less of a resource?
(An argument in the original article I read was that a Prius causes as much wear-and-tear on the roads as a Hummer. Nobody believes that, do they?)
Next they'll be putting GPS mileage-trackers on bicycles -- after all, they wear the road as much as a Hummer, right?
