A weapons system is only good if the enemy believes in their heart of hearts that there is a point at which you would use the. For instance during the first Gulf War when saddam had chemical warheads beyond a shaddow of a doubt, dont you think the implied threat of two or three f-111 with tactical nuke deterred his using of the chemical weapons.
