I understand that they are concerned about access, but in reality it's a waste of time and money. Any sufficiently useful transport technology has historically generated growth and traffic around itself. Instead of having to deal with restricted and obscure access routes, these elevators should be dropped into the major trade centers of the world. Ports bring boats, airplanes, highways and trains all into one place. The next logical step is to include access to space.
If the space elevator is built in the middle of the pacific ocean, the next great challenge will be to supply a floating airport and direct shipping routes...
