Actually, AP says that Nevada is the first state requiring paper receipts "in time for the 2004 elections." Previously (in November) California's Secretary of State Kevin Shelley "ordered that all new machines purchased after 1 July 2005 must have the functionality, and existing machines must be retrofitted by 1 July 2006."
