Well, the quate basically means it creates not-yet-customised OS. What you are saying is like Windows is not yet an OS, since it's not customise in a way I like.
I don't know where you got the message, but in its HP, it says "The ITRON Project creates standards for real-time operating systems used in embedded systems and for related specifications.". So it includes its OS as well as its related specification.
XBOX has online game capability, so I don't think GC can beat XBOX. I honestly think GC is a great game console, but its software line-ups are weak and most of them are targeted to younger people.
