The caller receives a message like this: "You are requesting that the owner of this telephone number purchase a service or product. If you wish to proceed with this call, you must agree to pay one dollar per minute for the privilege of this conversation. To proceed, and accept this charge, which will be automatically added to your phone bill, please press 1. To end this call, press 2."
The telco can take a small percentage of the dollar to pay for the service and the rest is credited to my phone bill. Now when a telemarketer calls, he's paying for my time to talk with me on the phone.
