Well, human bodies do work as antennas, as anyone (old) who has ever grabbed TV rabbit ears knows.
So, I suppose this is not beyond the bounds of possibility.
It would likely be pretty short range though, especially with the bandwidth claimed. More bandwidth = more energy, and we can't have people getting electric shocks walking around the floor!
The above also makes me wonder about the effect of shoe thickness - being that this was in japan, were the users wearing shoes?
