True, this bounty might help catch the guys that wrote SoBig and MSBlast, if they bragged already to everybody about what they did. But for the future, Microsoft might have just put themselves into the worst position possible: the stakes are so high now that if some dude will take the chances to write a Windows virus or worm, knowing what he faces if he gets caught, he won't just launch a DOS attack; he'll do real damage.
We might start seeing really vicious attacks from now on. God help Microsoft.
