My company [http://www.peerdirect.com] created a native windows port of PostgreSQL based on the 7.2.1 code base. We needed to do this to complete our database replication story to include a low-cost database deployment option.
We contributed our code back to the PostgreSQL community and believed that it would be included in the 7.4 release, but apparently it didn't make it.
We have a business relationship with the Open Source company NuSphere [http://www.nusphere.com] and we have provided them with the port. They are distributing the native Windows PostgreSQL product under the name UltraSQL. If you need a native Windows port (Not Cygwin Based), find it there.
