I don't know about other folks, but I expect politicians to vote based on what they believe makes sense given the issues.
We (well, I) vote them into office not because I assume or even demand that they will do everything I want, but because what they say they will do seems to most closely match what I want given the available candidates.
Of course, they also get voted out of office if they vary sufficiently, but that's their problem;-)
IMHO, Kerry's positioning on Iraq and other issues are based to a a large degree on getting elected, not on any particular desire to bend to the desires of the people.
