The only way to get truly credible data would be to set up a test bet and test against what type of traffic YOU expect. General statements that Web server X is faster that web server Y are only useful if they are close to the type of traffic you expect. Propose to management that you try out both operating systems in an environment similar to production and see which does better. Much to everyone's disgust it may be that Windows 2000 may be a better performer for you but I think everyone involved would rather find that out before rather than after.
