You can't move back and forth infinitely because there is the repetition rule. I you and your adversary go through certain number of moves without giving check or taking a piece then you have a draw.
It seems that the Telcos are doing the same thing that the oil companies are doing i.e. Rebuilding with mergers the monopolies that the governement broke some time ago
