The extra ammount of memory and processing that is needed to power a WinCE device causes a fast drain of the batteries. I owned a Nec WinCE device once, and I had to replace the batteries every other week. Later, I upgraded to a PalmPilot. On the Pilot, the batteries last for several months. In my opinion, this is the biggest flaw with WinCE devices. I did like WinCE built in apps, though. They are pretty nice. (Although you can get similar functionality in the Pilot with 3rd party software.)
I think you are misinformed. The Pilot does retain its memory for a short while even if you take its main batteries out. That's how it was designed. That way you can replace its batteries without lossing memory. Also, all your data is backed up in your PC (if you use HotSync) so everything is quite safe.

You can grab a pen and mark,underline, or scribble on the printout.
Also, the information printed on paper can outlast the expected magnetic media lifetime by at least one order of magnitude.
