You missed the whole point of the movie. The director portrayed how a person might react to stressful situations under the guise of a police story.
The killer was Benicio Del Toro, in case you were interested. They show him running away from the scene of crime. The minister was just trying to get another family to his church. The "wizard" was the owner of the black Volvo 240 (also ran the christmas gift store and burns to death in a car crash) and could have possibly been the serial child molester of Monash County.
