apt is a frontend applications ale you cant say " Alien makes RPM packages available under APT" because apt have't ovn package format.
Look at Conectiva or PLD distributions. This distributions uses rpm as packaging tool anf apt as tool for automate managing packages.
I can pont apt isn't good solution in current form. If someone is interested and uses PLD can look at poldek tool which comses with PLD.

Yes, Apt/dpkg is no better than rpm but Apt/rpm is better then rpm.
