If the treatments were being sold at below cost, they wouldn't be made. That's simple economics. They are being sold at below the price that the developer charges, that's all.
It would not be the end of new drug development, you've fallen for basic drug company propaganda. Think about it rationally, how much money do drug companies get from developing countries at the moment? The answer is very, very little.
The problem isn't that that money would no longer go to the developers, the problem is that the drugs would be smuggled into the developed world and sold at pharmacies there.
