Although I havent used Enso, from the other comments it doesnt sound an awful lot easier for the 'end user'. I'm also not entirely convinced that people at that kind of level would even be aware of, or interested in, any kind of program like this.
Still, I concede that Autohotkey does require a bit more configuration than typical end users would feel comfortable with - typical slashdotters on the other hand should have no trouble
Autohotkey http://www.autohotkey.com/ does all this and more, is free, and open-source.
It also works on all versions of Windows including Vista.

In my experience it is quite the opposite. People expect IT systems to fail and so are not prepared to put in the time and resources to do things properly
Management are focused on high profile new developments, and rely upon support staff fire fighting rather than proactively preventing problems
My office at work has just been re-decorated, including trunking on the walls for power and ethernet, and all the monitors along one wall have started wobbling.
After making a fuss, i've been given a 17" LCD - and very nice it is too - but i'd rather have my old CRT back and not have to sit in such a strong EM field
