I was left with the same question in my mind, but with the opposite feeling: in the end, it's the lack of quality of it all that shows. And more projects just create more diversion from the real coherence and consistency problems.
But then this is just my spoiled OpenBSD view of the world (new addict to OpenBSD, after working 9 years with Linux).

I have to second this. After 9 years of Linux (also started on 1994) I was just won over by OpenBSD's lean, clean and correct code since Jan/2003.
