Not to rant, but this seems to by a typical solution to social problems by liberal politicians. Penalize everyone and assume the individual always acts in his or her own worst interest. Forget individual responsibility. The state knows best and needs to regulate you REGARDLESS of your behavior, since you can never bee too sure.
