Certainly, they should have quality control, but I think that one of the biggest issues that is plaguing the iPhone and its developers is the sheer arbitrariness and inconsistency of the app approval process. Recall, if you will, that issue with the dictionary app getting rejected because it could be used to look up curse words, while other apps were allowed through that had far more potential to be offensive.
I hate playing devil's advocate, but there's no way of knowing if the purchaser put the paper-wrapped tiles in the box, kept the hard drive itself at his place, then returned the box and raised a stink, or whether he was legitimately scammed. I'll agree that what the manager did was definitely criminal, regardless of anything else that happened, as the money was put forth for the transaction and already charged to his AMEX card. But there's no way of proving whether the tiles were in the box before he took the first HDD home.
I certainly hope that this guy's in the right, though.

To be fair, it requires a good deal of training to weather the random assaults of monkey poo.
I've heard that they're not only infecting P2P networks involved in illegal filesharing. Legit networks are being targeted and infected by these Overseer guys, as well. Typical RIAA/MPAA tactics- kill the technology instead of fighting the piracy itself. It's only a matter of time before someone gets pissed enough to do something about this.
Actually, Microsoft will take in older consoles free of service charge (you still have to pay shipping). I sent my launch Xbox into the repair center just a few weeks ago, bought just around the same time this guy's was bought. Works perfectly now that they replaced the DVD drive.
