If it was managed code, you would have been right. However it is not the case and a plugin can easily mess up explorer's memory with an incorrect pointer. In that case recovering is probably not possible and as far as I know there is not much you can do to avoid it.
Have you ever tried using it? I could do everything I was doing with regular client in the web client as well with a very similar interface. How is that not useful?
You should try using it with IE though.

It does not have to be cracked, MAC filtering does not prevent from others listening the network.

As far as I know, government does not subsidize net cafes in Turkey. The price which is around 0.60 USD is not actually very cheap for Turkey.
