After fifty years as an engineer and manager of engineers up to VP level, I would say this is the cardinal rule. Many of the reports I have received were written as though the writer did not have time to reexamine what they have written. Most would have made their memos deliver a sensible message if they simply re-read what they have written, objectively, one more time. And, the reexamination is all the more effective if a few minutes of distraction transpires between the initial writing and the re-reading.
