"In recent years, groups of individuals have emerged on Usenet whose only intent is to harass" --> should these people who only disturb normal conversation not be sentenced in another way? it could be that some of them have problems emerged from subconscious agressions, and stuff like that probably this type of troublemaker is just in need for an appropriate psychological treatment?
why not use the gravity of sun as lens and take some very nice photos of the planet... but that would need a telescope to be sent to the outer rim of our solar system and so we would have to wait a few years for some nice pictures
I know people who really don't care about discussions but, you're right, these people won't use slashdot for discussing their spam-mail and that's the difference it's your own decision to use slashdot, but when being spammed by email you are forced to receive this and you can't easily start a discussion with the other person
when sending out spam is a reason for murdering someone, what comes next? what, if someone doesn't like your comments on slashdot and then he tries to get your adress... ok, that's probably too much paranoia

I think that there are at least two issues:
- Every rpm-db is something like a registry, one may save some records. Registry doesn't mean exactly Windows-Registry
- Read the lower part - there's no longer any registry mentioned
