The Internet Tax Freedom Act was signed into law on October 21, 1998 by Slick Willie. This act, contained within the Omnibus Appropriations bill established a three year moratorium on internet related taxes. Basically, the soonest any tax could be imposed is late October 2001. Even then, thanks to the paranoia produced by all these scams, most congressmen (who want to be re-elected) will oppose any such tax.
